This was not simply a DET company-formation exercise. The source proposal identified multiple healthcare activities, a mandatory physical facility and a separate DHA approval path.
The investigation separated corporate formation from health-facility licensing. The company structure and proposed activities were mapped first, but the operating plan was built around DHA facility approval, compliant premises, healthcare-professional requirements, inspection and licence activation before treatment could begin.
