This was not a normal licence decision. Activity availability, industrial zoning, power capacity, warehouse size, visa density, worker accommodation, environmental clearance, Civil Defence, utilities and future tax treatment all had to work together.
The investigation started from the export-manufacturing objective, mapped the closest available manufacturing activities, compared RAKEZ industrial facilities in Al Hamra and Al Ghail, modelled high-power units, identified workforce/visa-density considerations, and listed the post-licence approvals needed before operation.
For industrial projects, the licence is one small line in a much larger feasibility model.
