A restaurant cannot be treated like a virtual professional licence. The source proposal identified Dubai Municipality approval layers and made the physical premises part of the licensing journey before operation.
The investigation selected Restaurant activity 5610001 and sequenced the company around premises selection, municipality requirements and final trade licensing instead of promising immediate licence issuance without the food-establishment approvals.
For F&B, the wrong site can destroy the setup before the licence is issued. We treat location and authority approval as the first commercial decisions, not paperwork afterthoughts.
